Now this custom is no longer taken literally, but is regarded as an important ritual to demonstrate a desire for total repentance and personal change.
Tashlich is traditionally performed between Rosh Hashanah and the conclusion of the Sukkot holiday. A prayer is recited beside a body of water, and then some people have a custom of casting bread into the water. The bread represents sins committed by the one reciting the prayer, and by throwing these sins to the fish, one absolves oneself.
Nowadays, most people do not use bread. Another fundamental change in the ritual is that most people do not live near bodies of water, which leads to a series of interesting loopholes for people. For example, some people recite Tashlich by fountains, fish tanks, and even dry reservoirs. In Jerusalem, where there are no bodies of water, people often are forced to find creative solutions.
Residents of Jerusalem now make use of the fountain at the center of Paris Square, which is located near the city center. Since Paris Square is the site of many demonstrations against government policies, it seems ironic that it is also a center for the exoneration of sins.
In the Jerusalem neighborhood of Har Nof, there is a clear view of a dried-up reservoir. Residents of Har Nof therefore habitually recite Tashlich on porches or other areas from which this view can be seen.
